Regulatory updates - Spain

Spain publishes first concrete technical architecture for mandatory B2B E-Invoicing
On June 1, 2026, AEAT published two key documents providing the first complete picture of how Spain's public B2B e-invoicing platform (SPFE) will work technically and operationally. The guides confirm UBL 2.5 on EN 16931:2026, a two-layer XSD and Schematron validation model embedded at sender side, and a staggered mandate starting October 2027 for large businesses. Preparation can now move from regulatory monitoring to concrete integration design.
Spain advances Crea y Crece: Draft ministerial order opens public consultation on the public e-invoicing solution
Spain has published a draft ministerial order regulating the public electronic invoicing solution under the Crea y Crece Law (Law 18/2022), opening it to public consultation.
Spain approves Royal Decree activating B2B e-invoicing under Crea y Crece
Spain's Council of Ministers has approved a Royal Decree activating the business-to-business (B2B) electronic invoicing obligation under Law 18/2022, known as Crea y Crece. A Ministerial Order is still required before the mandate takes effect.
